Role Title: HR Payroll and Data Officer
Reports To: Business Support Manager
Role Definition Statement
To provide a professional and proactive Payroll and HR Systems service. To participate in the delivery of a pro-active, customer-focused Human Resources function, facilitating the achievement of business objectives and driving forward organisational performance. This role will be responsible for managing payroll and employee benefits from beginning to end, liaising with our external payroll provider, all HR systems and the processes which support the system, including our HR database, payroll and reporting tools.
Knowledge and Expertise/What I need to know
*Significant experience of running and managing payroll
*Strong experience of HR Systems, experience of Cascade HRIS is strongly preferred
*Experience of IT systems and the Microsoft Office suite of programmes;
*Strong experience of managing a portfolio of benefits, experience of using Aon and their online portal advantageous
*Excellent attention to detail
*Minimum intermediate knowledge of Excel
*Experience of working in a busy HR office
*The ability to communicate clearly, concisely and effectively both verbally and in writing with staff, managers at all levels and with third parties
*Excellent numeracy, analytical and problem solving skills
*Strong organisational skills and attention to detail
*Excellent interpersonal skills, able to build and develop positive relationships

Key Process Outputs/What I will deliver
*Manage HR database and all information related to personal administration and payroll
*Process monthly payroll, understanding and driving the process for P11ds, year end, P60s, etc.
*Produce reconciliation information, payroll deductions, accruals and manual payments
*Establish, maintain and control employee files, correspondence, and report in compliance adhering to relevant Data Protection legislation. Ensure the content of all files is reviewed on a regular basis.
*Produce the monthly pension pack, BACS/NI/GAYE reports and provide payroll advice to staff on request
*Keep up to date with current payroll legislation, implementing where appropriate
*Regularly assesses system functionality and operational processes, maintains an expert level awareness of the functionality and system configuration options, and proactively recommends enhancements and changes to improve productivity and service to users, increase data accuracy, and reduce overall costs of HR delivery to the company
*Perform as the primary liaison with the HRIS and Benefits portal software vendor
*Function as the lead technical resource for the HR System, providing expertise and support for system functionality and configuration, system administration, business requirements and analysis and report development
*Responsible for implementation, development, rollout and management of upgrades and system changes
*Act as first line support to the HR department and payroll for matters concerning system configuration and operation, liaising as necessary with the system provider
*Develop with HR users the management information data sets and reports relating to staff, including establishment, turnover, training and development, establishment list, absence, pay data, equal opportunities, diversity and recruitment statistics
*Ensure adequate training is in place to support component roll-outs and implementations, including liaising with HR Team and software provider
*Provide System Administration for the HR/Payroll integrated information system, including maintenance of the system to reflect any individual or organisational changes.
Benefits
Process enrolments, changes, and terminations of participants in all benefit plans and programs
*Assist employees with any benefit claim issues or concerns
*Administer the day-to-day transactions of the pension scheme plan and processes employee loans and applications
*Collaborate with the Finance Department and Payroll provider in finalising the annual documents as per tax requirements.
Recruitment and Contract Updates
*Assist in the recruitment of staff
*Ensure all relevant paperwork is received and accurate for both management and agencies, liaising with managers
*Maintain and monitor the 6 month probation system, liaising with managers and sending relevant paperwork for completion.
Other
*To provide an excellent HR service
*Build relationships with employees and managers to enable an influencing role within the organisation
*Build relationships internal and external to the benefit of the delivery of the HR service
Devise and implement improvements to processes and systems and take responsibility for addressing any gaps or weaknesses.
