United Kingdom of Great Britain and Northern Ireland: Humanitarian Programme Manager: Global Health Cluster Standby Programme (Maternity cover)

We are looking for an experienced and professional Programme Manager to join us and manage a high profile programme, aimed at improving health coordination for all humanitarian actors in the highest graded emergencies globally.

As Programme Manager you will lead a team that includes 13 deployable staff across the consortium agencies, a full time Programme Officer and 5 partner agency focal points. The programme manager will work in close partnership with the Global Health Cluster Secretariat and the WHO Regional Offices in coordination with the consortium agencies leads. The successful candidate will also be responsible for delivering funding proposals for the continuation of the programme in 2017. In addition you will:

• Lead on proposal development for new programme funding and actively seek funding for programme continuation


• Manage a team of internationally and UK based personnel


• Be responsible for all financial and narrative reporting to both ECHO and OFDA donors


• Manage the budget tracking, invoicing and expenditure along budget reporting requirements, working closely with the finance and grants team


• Support and engage with the Global Health Cluster work plan


• Ensure clear coordination and communications shared with consortium members


• Maintain oversight of all deployments for deployable staff


• Represent the programme at senior level meetings and the Global Health Cluster

To be successful you will have experience working globally in an INGO environment with a proven track record in proposal development, grant management and consortium management. You should also have experience of successfully writing new programmes and securing funding. In addition you will:

• Be a confident public speaker with excellent inter personal skills and experience of remote line management of staff


• Have a proven track record in managing complex consortium projects


• Have a strong understanding of humanitarian programme design, quality programming and effective delivery


• Have strong skills in the usage of Microsoft packages including Word, Excel, project management tools and other financial systems


• Have a good understanding of humanitarian aid architecture and relevance of the cluster approach


• Have field experience with good understanding of challenges working in insecure and remote locations.
