JOB TITLE: Programme Officer

CONTRACT DURATION: Permanent (after 3 months’ probation period)
The programme Unit
The Programme Team leads the International Medical Corps engagement with European statutory Donors. The Team work closely with the Washington DC headquarters and country field offices; coordinate proposal development, reporting and offers its management expertise on European grants. The team also advocate with European institutional donors and across the sector on key issues on behalf of International Medical Corps.
Job Purpose
To enable International Medical Corps increase and improve its capacity in the field to develop proposals, secure funding and successfully implement humanitarian programs funded by European institutional donors. Specifically, the Programme Officer the following specific key result areas (duties and responsibilities):
· Coordinate the preparation of proposal and reporting submissions to European donors for the West Africa region- Ebola affected countries. Including proposal and budget, review and editing.
· Along with the US desk, support country teams during implementation of European donors contractual requirements and reporting, ensuring compliance, accurate information during programme implementation
· Maintain and develop professional working relationships with European institutional funding agencies desk, DFID, JOAC, SV, SIDA & EU among others, to secure programme funding opportunities and share experience
· Maintain current knowledge and understanding of European and UK humanitarian and technical assistance policy agendas, debates and funding opportunities and disseminate to all appropriate parties.
· Represent IMC externally at country specific meetings and networks as required
· Perform other duties as assigned by line manager
Working Relationships
· Reports to Programme Manager of International Operations, UK
· Work as part of the wider International Medical Corps Operations, Programme team and in close coordination with:
· Regional Coordinators and Desk Officer (US) who manage and oversee field operations
· Country Directors and their field teams
· Technical Advisors

Essential person Specification
- Good understanding and experience of European Institutional Donors policies and regulations
- Proven experience of writing successful project proposals and reports (European Institutional donors)
- Experience of managing and developing European institutional donor relationships
- A degree in a relevant subject or sufficient and relevant experience in a similar role
- A good understanding of humanitarian aid and development programming
- Self-motivated, positive attitude, flexible and adaptable to the needs of team and organisation
- Excellent written and verbal communication skills
- Good computer skills- Microsoft Office including excel
- Strong organisational and time management skills
- Proficient in English
- Experience in working remotely and supporting field based team
Desirable requirements:
- Experience of working in health sector
- Good level of numeracy and understanding of budgets and financial reports
- Experience working in International humanitarian sector
