As our charismatic, organised and influential Senior Humanitarian Health Adviser – Thematic Support you’ll make a huge difference to vulnerable children’s lives, as you oversee policy and thematic support work relating to humanitarian health at Save the Children UK, and provide thematic leadership for humanitarian health programmes across the Save the Children movement.
Working in more than 120 countries, we do whatever it takes to create breakthroughs in the way the world treats children. Our Humanitarian department integrates emergency and development work, through our country programmes. It increases our capacity to meet the assistance and protection needs of children and their families affected by crises. Together, we save children’s lives, fight for their rights and help them fulfil their potential.
In this key, senior role you will direct the work of approximately 8 – 12 staff, directly line managing around 5 individuals, and assuming responsibility for a budget portfolio of up to £5m. You will lead and co-ordinate thematic guidance, policy development and innovation initiatives, ensure the team deliver on the agreed work plan, and that they follow organisational guidelines and are well motivated and supported. Leadership & line management (10%)
Lead and manage the thematic health team (including staff focussing on health systems, health coordination, reproductive health, health informatics, epidemics and vaccination) to deliver on an agreed work plan, with clear priorities set, to support below accountabilities.
Support, coach and develop staff ensuring SCUK line management tools and guidelines are followed and the team feel supported.
Lead on thematic health team recruitment, ensuring that other stakeholders are part of the process as appropriate.
Policy, innovation and learning (50%)
Supported by a project manager, carry lead responsibility for a SCUK-led NGO consortium project to support health cluster functioning in crises worldwide, led by SCUK, and line manage a team of 4 health cluster support experts (including staff with a cluster coordination profile and/or with an information management/epidemiology profile) as part of this project.
Oversee and manage a project to develop and roll out a cross-movement Health Management Information System for our field health programmes, implemented by a small team of 3-4 staff and encompassing head office software (DHIS-2) adaptation and customisation, scoping visits, training of in-country staff, implementation of country-adapted HMIS, and supervision/technical support. Collaborate with other SC teams, including those supporting development programmes, and external agencies also adopting DHIS-2.
Oversee and manage our COMPASS project to standardise our theoretical offer of health services, managing finalisation of a software application for streamlined health project management, quality control of technical materials, and dissemination and roll-out of the application to country offices.
Lead and coordinate other specific thematic guidance and policy development as well innovation initiatives for humanitarian health practice both within SCUK and across the movement, including the Humanitarian Technical Working Group for health. Be creative in proposing new areas for development, while also tracking and fulfilling our thematic strategy priorities.
Country technical support (20%)
In the event of large emergencies, join SC surge capacity to deploy to the field at short notice (deployments of up to 3 weeks) to help set up new emergency health programmes, including leading technical assessments, developing health programme plan, strategies and master budgets, coordination and representation.
Upon request, support strategy and proposal design in different country programmes, either stepping in for regular country technical backstops in the event of absence or field travel, or in order to ensure that specific thematic aspects of proposals (e.g. health systems support, reproductive health) are evidence-based, appropriate and consistent with our organisational and team strategy.
Technical capacity building (10%)
Contribute to the design and rollout of SC humanitarian health capacity building initiatives for our and partners’ staff, including face to face and other modalities of learning, both at head office and on the field. This includes our Humanitarian Health and Nutrition Diploma.
Support country programmes and head office in the recruitment of humanitarian health staff.
Advocacy and representation (10%)
- Represent SC in various technical and health advocacy initiatives and partnerships, both from head office and via participation in external workshops, conferences and other events.
To be successful, you’ll have extensive progressive experience in both the field and head office implementing and managing humanitarian health programmes, including in protracted crisis settings. You’ll either be a medical doctor, have a doctor of philosophy degree, or the equivalent technical training, and you will also have:
- Proven experience developing proposals for major donors.
- A strong track record line managing a variety of staff roles, including head office advisers.
- Experience of in-country health or nutrition cluster co-ordination.
- A background supporting the development of strategy and organisational technical guidance.
- Strong English language skills, with fluency in French or an additional UN language desirable.
