United Kingdom of Great Britain and Northern Ireland: Humanitarian Market Based Programming Advisor


As our analytical, persuasive and creative Humanitarian Market Based Programming Advisor you’ll skilfully support regional and country offices in the setting up of timely market based responses to slow onset crises and other emergencies.


Working in more than 120 countries, we do whatever it takes to create breakthroughs in the way the world treats children. Our Humanitarian department integrates emergency and development work, through our country programmes. It increases our capacity to meet the protection needs of children and their families affected by crises. Together, we save children’s lives, fight for their rights and help them fulfil their potential.


As part of our wider Humanitarian Working Group, you’ll deploy into and / or backstop large and medium scale emergencies, working closely with the DRR / Resilience Working Group and the Longer Term Hunger and Livelihoods Team to ensure a full spectrum approach. You will lead on the development of innovative approaches, capacity building and internal debates relating to early action and slow onset crises, and will also:


  • Set up and manage new humanitarian market based programmes, and monitor and evaluate existing programme quality

  • Initiate and conduct quality assessments, and design appropriate programmes

  • Lead on specific areas of advocacy relating to emergency market based programmes.

To be successful in this high-profile global technical role, you’ll have significant experience of cash transfer programmes, ideally of strengthening markets ahead of a crisis and supporting them in a crisis. You will have a background working in slow onset emergencies, particularly food crises and conflicts, alongside strong analytical, communication and research skills. You will also have:


  • The ability to lead on market and livelihoods analysis

  • The willingness to travel at short notice, occasionally to remote / insecure locations

  • Highly developed writing skills – at a programmatic level (assessment reports, proposals) and a policy level (policy papers, guidance notes)

  • Experience of team and budget management

  • An understanding and practical experience of the cluster approach.
