HR Business Partner - Primary Care, London & South East




Job Summary

As a result of recent business acquisitions, Care UK is going through an exciting time of expansion and business growth; as such we have an exciting opportunity for an experienced and commercially astute, HR Business Partner to join our Primary Care HR team.


As the HR Business Partner for our primary care services based in London and the South East, you will work in close partnership with the Regional Directors to manage, change and drive forward service improvements. Our Primary Care services in this region include; GP Practices, Walk-in-Centres, Out-of-Hours services and Urgent Care Centres. You will lead the development and implementation of the HR Strategy within these services and will manage national projects emanating from this.
This is a home based position but will be covering, London Surrey, Suffolk and Essex; involving travel to these areas.


Key Responsibilities

•Position the role of HRBP as an integral part of the regional management team by developing effective working relationships, influencing change and challenging approach were necessary;
•Ensure management capabilities within the region meet required standards, lead the analysis of management capability and succession planning and ensure that non-compliance is addressed through the correct channels;
•Equip managers with appropriate tools and knowledge to effectively manage their teams; act as the change advocate encouraging buy-in with approaches to increase management capability and utilise services delivered via the HR helpline;
•Lead the development and implementation of a regional HR Plan covering six core dimensions – recruitment & retention, performance management & reward, employee engagement, workforce planning, leadership & accountability and change management;
•Support on the design and implementation of HR initiatives in support of the Primary Care HR Plan;
•Introduce and embed a metrics driven approach to people management and ensure pro-active interventions to reduce missing capacity including absence and turnover;
•Provide expert advice and guidance in support of transformational change, restructures, TUPE and redundancy; ensure commercially focussed approach to improve cost and efficiency.
•Lead on the workforce section of the bidding process offering compelling workforce solutions in support of new business development opportunities;
•Lead HR activity, acting as the subject matter expert in relation to the application and implementation of TUPE and associated mobilisation initiatives;
•Undertake project work where appropriate and as requested by the HR Director;
•Work in partnership with the Resourcing team to ensure all vacancies within the relevant services are filled cost effectively and with minimal time to hire periods. To contribute to the management of operational recruitment within the units at levels to be agreed;
•Liaise with divisional HR to ensure all HR Administration including post recruitment administration, and starters and leavers documentation is completed in a timely and efficient manner;
•Work with HRIS team ensuring i-Trent HR information system is providing meaningful Management Information, for example, relating to staff turnover, sickness absence costs, temporary workforce spend, that is timely and accurate for the relevant services;
•Provide expert support to local management teams to meet all regulatory requirements relating to statutory bodies such including Care Quality Commission (CQC)


Skills & Experience

To succeed in this role, you will have worked at HR Business Partner level within a large, fast paced and complex organisation, preferably within the healthcare sector.
You will be a chartered member of the CIPD and have demonstrable change management and employee relations experience.
Up to date knowledge and experience of managing TUPE is also essential.
Qualifications
Evidence of academic or vocational learning at Level 3 or above (e.g. A Levels)
CIPD qualification
