Westminster is currently looking for a self-motivated, technically capable and project focused qualified accountant with significant hands on experience of HRA accounting to join its dynamic finance team. The successful candidate will need to be both commercially minded and fully conversant with the accounting framework within which the self-Financing HRA operates, business planning, financial reporting, support for estate regeneration projects, and the closure of accounts.

Westminster’s HRA is a £100m annual business with a capex programme of circa £1.5bn over 30 years and £368m over the next 5 years. Westminster has been at the cutting edge of developing the self-financing concept and has three significant ambitious regeneration programmes underway in Ebury Bridge, Church Street and Tollgate Gardens. It currently has circa 21, 000 HRA stock properties, both leased and tenanted, valued at an open market value of £5bn. These are operated on Westminster’s behalf by City West Homes (CWH), its top quartile performing ALMO.

With the uncertain but heralded impact of the Housing and Planning Act, Westminster’s HRA faces significant future challenges and opportunities. We are currently in the process of commissioning a strategic options appraisal to determine future strategic options and how best to develop the HRA.
