Overview

About The Proposal


DFID seeks to establish a new Global Evaluation Framework Agreement (GEFA) to ensure the provision of efficient and effective expert services for the design and implementation of evaluations of oversees development assistance delivered by DFID and other government department. The purpose of evaluation is to support the effective delivery of DFID’s Strategic Objectives by producing high quality, independent, relevant evaluations that enable development interventions to be responsive to the poorest people and contribute to their wellbeing.


Responsibilities


The Process Evaluation Specialist provides deeper understanding of the quality of implementation, principally to the level of outputs. He/she focuses on the integrity of the implementation, and its relevance and coherence in relation to agreed, planned and expected action.


  • Gathers qualitative and quantitative data information about program components and ensures that Evaluations are developed according to plan,

  • Manage the appropriate internal quality control mechanisms for the evaluations,

  • Follow relevant codes of conduct for evaluations (including on beneficiary feedback),

  • Create reports on findings and presents data and findings to inform future project developments, and

  • Share knowledge and experience on undertaking development evaluations with, for example, each other, development partners and key stakeholders (from governments to small NGOs) to help further development the professional practice of evaluation.

Framework


The project is expected to be oprational from July 2016 – June 2018, with the option of extending for two (2) periods of one year.


This assignment will have a regional coverage (Southern, North, East and West Africa, South Asia, the Middle East and multiple other regions including the UK) and evaluations will be undertaken in a wide range of different geographic locations and contexts, primarily where DFID operates, including fragile and conflict affected states (FCAS).


It will cover requirements for monitoring and evaluation in a range of themes, including but not limited to: Human development (e.g. education, health, water supply, social protection and sanitation); humanitarian assistance; economic development (e.g. infrastructure, social services, production); governance and security (e.g. public sector reform, anti-corruption); climate change.


Qualifications


Prior DFID process evaluation experience. Evaluation design experience, including the selection of appropriate data collection methods on a question specific basis and development of a detailed data analysis plan. Basic social science research skills and basic statistics, including strong data visualization skills consistent with DFID’s expectations and Evaluation Strategy. Familiarity with and ability to apply a range of data collection methodologies. Field experience that includes:


  • Experience in evaluation management, and qualitative data collection and analysis; experience in conducting evaluations and designing performance evaluations.

  • Excellent research and data collection methodology skills. Survey research experience, including development of structured and semi-structured interview and/or observation instruments, by hand and using mid-size survey aids such as EPI Info from CDC; sample size determination for specific confidence levels and confidence intervals; selection and use of other survey data (and other large data set) entry and analysis software (SPSS or alternative).

  • Experience in implementing high quality methods, analysis and synthesis in the delivery of performance evaluation and have improved its application. Structured or semi-structured group interviews and/or focus groups, including the creation of written instruments and transcripts for same.

  • Excellent analytical skills and the ability to summarize qualitative and quantitative data in a clear and concise manner. Content analysis and other techniques for coding and transforming group/open-ended data into analyzed information; qualitative data analysis software (NVIVO or alternative) and/or case study documentation experience; transformation of qualitative data into a quantitative form that can be merged with other quantitative data in a mixed methods analysis.

  • Applied experience with non-experimental theory testing techniques for examining program/project effects (baseline reconstruction, outcome mapping, outcome harvesting, general elimination method (modus operandi), contribution analysis, lagged regressions and/or others).

In addition, applicants must have the following:


  • PhD Level (preferred) Master’s Degree (required) in in a development field, social science, economics, or relevant discipline.

  • 8+ years of progressively responsible professional experience in process evaluation role with an international development organization.

  • Experience in the administration of multi-faceted evaluation projects in developing countries –

  • Experience in at least one of the following; Human development (e.g. education, health, water supply, social protection and sanitation); humanitarian assistance; economic development (e.g. infrastructure, social services, production); governance and security (e.g. public sector reform, anti-corruption); climate change.

  • Ability to work independently to efficiently meet deadlines.

  • Good practice in working with marginalized groups

  • Good practice in undertaking evaluations from a gender perspective – with reference to the International Development (Gender Equality) Act 2014, having procedures and processes in place to ensure high ethical standards in their design, implementation and dissemination of evaluations and or monitoring.

  • Knowledge of general administration, timeliness Financial management

  • Flexibility to respond to changing needs and demands

  • Ability to travel internationally.

  • Fluency in English is essential.
