General Description:
The Logistics manager is responsible for coordination of the logistics support function in the London office. The role involves ensuring representation at all London meetings along with the EMT logistics staff as required and attendance at external meetings are required. Overall the post holder is responsible for ensuring the day to day running of the office in London, and the implementation and all tasks as designated by the Head of Logistics. This post will also have a role in Emergency response, with an immediate deployment requirement.
Key Responsibilities:
- Management – Oversee on a daily basis the procurement officer, providing technical support, advice and guidance on all aspects of GOAL policies and procedures.
- Reporting – Ensure all reporting is timely.
- Compliance – understanding GOAL and donor requirements. Advising the other departments to ensure that these requirements are strictly adhered to by the London office.
- Asset Management – Ensure that the asset management in the London office is managed in line with GOAL policies and the Fixed Asset Register is updated
- Insurance – Ensure that all aspects of the London office needing insurance are covered, liaising with Dublin on Global policies, and ensuring an annual insurance return is submitted to the Dublin office.
- Stock – Ensure that the London stock holdings are maintained in accordance with policy and process for both the normal and emergency holdings
- Cross over comunications and meetings – Attend and input as required to all cross over meetings in London (logs/finance, logs/programmes), supporting the EMT team with new project proposals and providing logistics support. Ensure that logs/finance cross over meetings are held in the field where appropriate, and advise on actions as required.
- Training – Assist the HoL in the development of internal training and external training opportunities for the London team
- Recruitment – assist Head of Logistics and field teams as required with technical interviews for international logistics placements.
- Emergency preparedness and response – remain up to date on GOAL logistics procedures and participate actively in implementing these whenever an emergency occurs.
- Liaise with Dublin on the virtual stock and other emergency stock levels.
- Provide desk support to country logistics teams for 3 countries and provide cover when Logistics Officers are absent/on leave with support from Logistics Coordinator in Dublin
- Special projects – undertake special projects as agreed with the Head of Logistics.
Facilities
- Responsible for the general management of the London office and involved in the day-to-day operations, particularly in relation to buildings and premises. Likely areas of responsibility include but are not limited to:
- contract management for the premises contracts;
- building and grounds maintenance;
- cleaning;
- catering and vending;
- health and safety;
- security in relation to access to and from the building, GOAL assets;
- utilities and communications infrastructure;
- space management.
- Overall responsibility for ensuring GOAL compliance with the Safety, Health and Welfare at Work Act, liaising with the Facilaities Manager in the Dublin office
Procurement
- Work with the PO to develop a UK supplier list.
- Develop FWA where possible for office requirements.
- Ensure that an OTS and contract tracking sheet is up to date and monitored on a weekly basis.
- Ensure that all London procurement is compliant with GOAL and donor policies.
- Procurement – ensuring that the logistics manual guidelines and compliance requirements have been strictly adhered to for London procurements and set up London framework agreements and contracts.
- Manage the bi-annual country procurement chart for London to ensure compliance.
- Administration –Review current logistics information, recommend archiving historic data and maintain current requirements.
Required:
- A degree in any related field.
- Previous experience in logistics, preferably within the Humanitarian sector.
- Proven administrative skills and the ability to work to deadlines.
- Good analytical capabilities.
- Good overall computer skills (MS Office).
- Demonstrable team building skills. Effective communicator with ability to engage and support GOAL’s teams in the field and across functions in head office.
- Willingness to travel to the field.
Preferred:
- Basic knowledge of institutional donor requirements.
- Previous experience in field based logistics, within the Humanitarian sector.
