The role is based in central London


Background


The Data Communications Company (DCC) is a responsible for establishing and managing the central infrastructure to enable smart metering in Great Britain. It holds a Government-granted licence and is a wholly-owned subsidiary of Capita plc.


DCC will deliver services in accordance with the Smart Energy Code (SEC), an industry code to which all energy suppliers and network operators must accede.


We are looking for a Regulation Manager, specialising in drafting clear, unambiguous and legally-binding documents setting out technical specifications that are required under regulation. This role comes at a time when DCC completes the implementation of its core systems and engages with Government, the regulator and industry on emerging requirements.


The Role


  • To develop and maintain legal documents that form part of the Smart Energy Code

  • To support the SEC Modification process by preparing impact assessments

  • To liaise with operational and technical experts on the market rules that impact on process and systems design

  • To discuss and agree legal drafting with external parties, including the Department of Energy and Climate Change (DECC) and the code administrator for the SEC (SECAS)

  • To develop consultation documents and prepare associated briefing / presentations to industry participants (e.g. suppliers, network operators, meter manufacturers)

  • To conduct post-consultation discussions with consultation respondents and DECC

  • To make consequential legal document drafting changes following consultations

The ideal candidate will have a combination of the following:


  • Strong written skills and high attention to detail

  • Energy regulation experience (other regulated industries will be considered)

  • Proven experience in drafting and/or maintaining legal/regulatory documents

  • Understanding of the relationship between policy, regulation and complex technical, financial and programme implications

  • Self-starter, able to identify appropriate solutions, meet tight-deadlines and work in a high-pressure environment

  • An interest in technology and its real-world effect
