General Description of the Programme
GOAL’s Emergency Medical Team, is part of an expanding Health Department. A new initiative to strengthen GOAL’s Health response in emergencies, building on recent work in the West Africa Ebola response and recognising more widely that there is a significant gap in global health service provision for the most vulnerable, GOAL is developing a dedicated emergency response capability.
The Emergency Medical Team (EMT) will consist of a team of technical and operations staff capable of rapid deployments to health crises, supporting on-going health programming, undertaking needs assessments and providing remote support to GOAL Country Programmes. The EMT will work in both sudden onset and chronic emergencies, respond to infectious disease outbreaks and stand ready to depoy at short notice to health cises globally.
Overview of the role
To lead on planning, preparation and systems development for the health component of the EMT
To provide Health leadership for EMT responses, assessments and programme development
To ensure GOAL health responses meet international standards of quality, are evidence based and adhere to best practice
Main responsibilities
Response
To ensure the GOAL EMT undertakes timely needs assessments, delivers high quality responses and develops robust strategies for health related humanitarian crises
To manage a multi-sector technical team when responding integrating health, nutrition and WASH components and working closely with other sectors as necessary
To ensure responses meet key target deliverables
To coordinate with MOH and all relevant agencies when responding
To lead on technical proposal development / design arising from EMT assessments and responses
Support development of donor and other external / internal reporting
Ensure legal compliance for deployment – right to practice etc.
Preparation
Input on global health risk mapping and analysis of emerging health issues
External liaison with partner agencies, peer INGOs, donors, UN agencies, Cluster system and others as necessary
To ensure robust MEAL systems in place for EMT responses
To lead on the design and development of necessary policies, guidelines, standards, operating procedures and subsequent reviews
Provide relevant support and input to HR, logistics and finance to ensure rapid and smooth running responses
Other
Manage core EMT Health staff – including responsibility for staff health when deployed
To provide out of country technical support to Country Programmes as required
Active engagement and compliance with GOAL systems and procedures
To support media and communications teams with material development for external audiences
Undertake external presentations and act as a media spokesperson as necessary
To support the RTR / evaluation process as necessary
Support operational research, innovation and policy development
Input into Health Team strategy, planning and annual work plan
Undertake other tasks as necessary
Requirements (Person Specification)
Essential
Health professional with an up to date clinical qualification and experience of primary and public health programming
Minimum of 8 years experience of delivering health programming in difficult and insecure environments including mobile clinics and outbreak response
Sound knowledge of the humanitarian and development sector
Proven record or flair for strategic planning and/or project management
Clear analytical skills and the ability to assimilate and process information on humanitarian and other issues
Effective communication skills, written and verbal, and the ability to present arguments clearly and effectively
Excellent inter-personal and leadership skills, and ability to work within and / or lead large and diverse teams often in stressful environments
Understanding of monitoring and evaluation
Experience of working with one or more of the following donors – DFID, ECHO, OFDA
Creative, strategic thinker
An ability to manage a complex and varied workload, perform to tight deadlines, and first-rate planning and time management skills
Ability to travel, often at short notice, and occasionally to remote and insecure locations for up to 3 months at a time
Working knowledge of French or other languages – especially Arabic
Desirable
Qualification in public health
Experience of delivering health system strengthening
Experience of nutrition programming
Experience of WASH programming
Experience of delivering training and capacity building
