Business Analyst Zero based budgeting




Daily Pay rate: £401.27. Temporary-25 weeks+

The financial corporate services department of a central/west London council is currently looking for THREE business analysts to join itsambitious plan to ensure that its efforts and resources are focused on delivering meaningful outcomes for residents. You will work with the team will map out current activity, costs and effectiveness and then work together using transformational thinking to look at creative and responsive ways to transform services and improve the customer experience in light of available budgets. The project is a top council priority, fast paced and has plenty of scope for innovation. 1.JOB PURPOSE:


1.1 To provide the insight, intelligence and analysis required by the Project to identify activities undertaken by all departments, all associated costs, KPIs and metrics.


1.2 To support the Project in engaging with stakeholders and capturing views and experiences, and other relevant information and data.


1.3 To contribute fully to the operations and development Zero Based Budgeting exercise


2. DESCRIPTION OF DUTIES:


2.1. Support outcome leads with data collection
2.2 Support outcome lead in mapping activities to outcomes
2.3 Gather and compile data
2.4 Organise data into usable information
2.5 Support quality and standardisation of data
2.6 Support outcome leads to identify contributing activities
2.7 Help build and validate activity maps
2.8. Work with finance to understand activity costs
2.9. Support assessment of relative impact on outcomes
2.10. Help to map activity to outcomes
2.11. Help to compare performance against benchmarks
2.12. Work with outcome leads to ensure activity mapped to outcomes
2.13. Support assessment of impact on outcome and relative impacts of activities against outcomes
2.14. Support the assessment of performance against
2.15. Support the mapping of activities to outcomes and identification of activities not mapped to outcomes
2.16. Support the compilation of investment scenarios
2.17. Draw out linkages across scenarios to show themes
2.18. Help develop impact of different funding scenarios
2.19. Support the development of cabinet report with proposals


Qualifications:
Essential:
-Degree or above, or equivalent work experience
Desirable:
-Prince 2 practitioner (or equivalent project management qualification)


Knowledge & Experience:
-Evidence of highly developed analysis and evaluation skills and techniques and the ability to apply these practically and appropriately to solve complex issues, in particular the ability to understand and analyse quickly all relevant quantitative and qualitative data, information, and evidence relating to business issues and to make concise proposals.
-Evidence of experience in business process analysis and re-engineering, cost benefit analysis, and predictive modelling.
-An understanding of the digital by default agenda and the challenges of channel shift and demand management in a multi service/multi-user context.
-Knowledge of local government, preferably based on direct experience,and an understanding of the challenges and opportunities in a Shared Service environment


Skills and abilities
-Advanced IT competencies across the full range of Microsoft Office applications including the ability to use appropriate analysis, reporting and presentation software .
-Excellent communications skills both oral and in writing. In particular the ability to write concise and logical reports based on complex analysis and outcomes for different audiences.
-Able to identify best practice in relation to business analysis and proactively apply this to local situations.
-Able to quickly understand and address business issues and to understand the impact on the business of proposed solutions
-Confident, diplomatic, tactful and persuasive, able to engage and build rapport and mutual understanding with a wide range of stakeholders.
-Able to learn quickly, adapt to changing priorities and take on new tasks, while remaining highly organised, methodical and thorough
-Highly motivated to achieve with ability to remain focused on goals/outcomes despite challenging circumstances or setbacks; taking responsibility in seeing things through to completion
-Ability to work effectively and efficiently under pressure and to tight timescales
