By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
JOB SUMMARY:
This position will support the continued success of the organization through strategic planning for human resources and recruitment functions in the Middle East Region. This position covers Gaza, Iraq, Jordan, Lebanon, Syria, Turkey and Yemen.
KEY RESULTS AREAS – ESSENTIAL DUTIES AND RESPONSIBILITIES
· Provides strategic business partnerships to country teams; provides coaching with focus on performance management, leadership development and conflict management
· Leads career development activities, including talent identification, capacity assessment and employee development
· Develops and implements a recruitment and talent strategy to support International Medical Corps’ mission and goals
· Develops innovative approaches to identify qualified applicants in international humanitarian recruitment markets
· Provides training, coaching, and capacity building to human resources staffs in country offices
· Provides training to hiring managers on human resources policies, procedures and best practices
· Ensures consistent application and execution of International Medical Corps policies in hiring, termination and discipline of international and national staff
· Facilitates the resolution of human resource administration issues
· Ensures international and national staff receive staff care support when needed
· Manages the internal client relationship and ensures a high level of customer satisfaction using problem solving ability, negotiation skills, responsiveness and continual communication
· Visits countries within the Middle East region as needed and completes a report for each visit
· Conducts SEA trainings within the region as needed
· Leads the annual review of benefit packages for the region ensuring consultation with relevant stakeholders
· Other duties as assigned
WORKING RELATIONSHIPS
· Reports to Director, International HR and Recruiting
· Work as part of the wider International Medical Corps International HR and Recruiting Team in close coordination with:
§ Middle East Regional Director – interact where necessary
§ Deputy Director International HR
§ Deputy Director HR UK and International Recruiting
§ Regional International Recruiter
§ Regional HR Officer
§ Country Directors
PERSON SPECIFICATION
· Bachelor’s degree in Business Management, Human Resources, International Development and/or in a relevant field of study
· Five years of experience in Human Resources, of which at least three years in developing countries or resource deprived environment; or equivalent combination of education and experience
· Supervisory experience and ability to work with staffs at all levels of the organization
· Experience with international emergency relief, international development and humanitarian work is essential
· Knowledge of international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
· Knowledge and experience of the Red Cross Code of Conduct and Humanitarian Charter
· Profound cross-cultural awareness and insight into health care issues
· Ability to exercise sound judgment and make decisions independently
· Extremely flexible, and have the ability to cope with stressful situations and frustrations
· Ability to relate to and motivate staff effectively
· Creativity and the ability to work with limited resources
· Excellent decision making skills
· Team player and strong communication skills, both oral and written
· Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
· Ability and willingness to travel domestically and internationally
· Ability to speak fluent Arabic is preferred
